The R-Stamp is issued by the National Board of Boiler and Pressure Vessel Inspectors. It authorizes qualified facilities to carry out repairs and alterations on pressure-retaining items, such as cargo tanks, vacuum tanks, and other DOT-regulated trailers that require certified welding and documentation.
